Meet the Staff

ITS FOUNDER:
THEODORE A. MCGINLEY
Theodore McGinley is a founding member of Iron Triangle Solutions LLC, a tactical training company dedicated to providing exceptional special weapons and tactics training, security consulting services, for law enforcement, military, corporate and private sectors.
As an honorably discharged veteran of both the U.S. Air Force and U.S. Army, Mr. McGinley embodies the core values of Honor, Courage, and Commitment as his military service laid the foundation for a career defined by discipline, leadership, and operational excellence.
With over 10 years of municipal and federal law enforcement experience, Mr. McGinley has served in diverse and high-risk roles including patrol, SWAT, Protective Security Detail (PSD), counter-narcotics operations, and supervisory leadership. A graduate of CLEET and the VA Law Enforcement Training Center, he brings both tactical expertise and strategic insight to every aspect of training and operations. He is CLEET Certified BASIC SWAT and holds an Advanced SWAT certification under TCOLE standards. In addition, he currently serves as the deputy SWAT commander for the Altus AFB Emergency Services Team.
For the past six years, Mr. McGinley has served as a Program Manager with the Department of the Air Force Civilian Police, leading key initiatives to improve security operations and training effectiveness. His combined expertise in tactical operations, leadership, and program management enables him to design and deliver advanced training solutions that elevate the performance and readiness of law enforcement and security personnel nationwide.
Mr. McGinley’s firsthand experience in the field gives him a rare understanding of the demands placed on today’s tactical professionals. As the leader of Iron Triangle Solutions, he ensures training is grounded in real-world application, preparing candidates not just to meet the standard—but to exceed it.
ITS COFOUNDER:
JOHN “JD” WILLIAMS
John Williams, formally known as JD, is a co-founding member of Iron Triangle Solutions LLC, a tactical training company dedicated to providing exceptional training and consulting solutions.
As a retired veteran of the U.S. Air Force Security Forces, JD embodies the core values of Honor, Courage, and Commitment. His military service laid the foundation for a career defined by discipline, leadership, and operational excellence.
With over 36 years of military and federal law enforcement experience, JD has served in Nuclear Security, patrol, investigations, SWAT, supervision, as well as the Phoenix Raven Program Manager and other administrative roles. He is Basic and Advanced SWAT TCOLE certified through the Randall County Sheriff’s Department and holds SWAT Commander certification through the National Tactical Officers Association (NTOA).
He has spent the past 12 years as a Civilian Detective and a SWAT team leader and trainer with the 97th Security Forces Squadron at Altus AFB, where he also serves as the Lead Emergency Services Team trainer and team lead.
JD’s diverse background in tactical operations, leadership, and program management allows him to develop and deliver cutting-edge training solutions that enhance the skills and effectiveness of law enforcement and security professionals.


ITS COFOUNDER:
Frank Juarez
Mr. Frank Juarez is a co-founder of Iron Triangle Solutions (ITS), established with a unified vision to provide premier civilian SWAT training, as well as specialized security services for law enforcement, military, and corporate clients worldwide. His leadership and real-world experience are foundational to the company’s mission of delivering elite, practical training solutions.
Mr. Juarez brings over three decades of combined experience in law enforcement and military service, including 10 years in State and Federal law enforcement and 22 years in the United States Marine Corps Infantry. His law enforcement assignments have included Patrol, Military Base Security, Investigations, Supervision, Administration, and serving as Commander of an Emergency Services Team. He is CLEET Certified BASIC SWAT and currently serves as the Emergency Services Team Commander for the 97th Security Forces Squadron (97SFS).
A graduate of the Veterans Affairs Law Enforcement Training Center (VALETC) and the Council on Law Enforcement Education and Training (CLEET) in Oklahoma, Mr. Juarez holds a deep understanding of tactical operations and instructional methodology. His formal training is complemented by extensive field experience both domestically and internationally.
During his distinguished Marine Corps career, Mr. Juarez attained the rank of Master Sergeant. He is a graduate of both the Navy Police Academy and Marine Military Police Academy and served in the Gulf War. His assignments included Detachment Commander roles at U.S. Embassies in Bucharest, Madrid, and Algiers. As a Master Instructor, he taught weapons and tactics at Marine Combat Training Battalion (Camp Pendleton), Marine Security Guard Battalion (Quantico), and served as Chief Instructor at the School of Infantry (Camp Geiger and Camp Lejeune).
ITS INSTRUCTOR:
Ezekiel “Zeke” Reyes
Mr. Reyes, formally know as Zeke, is our training advisor and media outreach point of contact for Iron Triangle Solutions LLC, a tactical training company dedicated to providing exceptional training and consulting solutions.
Zeke brings 10 years of combined experience in protective security and federal law enforcement to the company. During his time as a police officer, Zeke has worked for patrol, dispatch-BDOC, air asset protection, and SWAT (special weapons and tactics). His operational SWAT experience includes dignitary protection missions, high risk warrant services, and counter narcotics operations.
Before working in law enforcement, Zeke operated on behalf of the DOD and NATO in multiple high threat areas and austere environments overseas, including Afghanistan, Kosovo, Iraq, Kurdistan, and Kuwait. His assignments include force protection, mobile patrol teams, Protective Security Detail (PSD), ERT-SRT, Range Safety Officer, and as a Weapons and Tactics Instructor.
Prior to that, Zeke worked as a Personal Protection Officer (PPO) and Armed Guard within the Texas Department of Public Safety’s Private Security Bureau (PSB) as a contractor and fulfilled many roles within the domestic executive protection and PSD sector, including security driver, detail member, advance team, PPO, and Counter Assault Team (CAT) member.
Zeke is a graduate of the Veterans Affairs Law Enforcement Training Center (VALETC), and has completed both the Basic and Advanced SWAT programs through the Texas Commission on Law Enforcement (TCOLE) via P2 Concepts. He is also Level 4 Personal Protection Officer (PPO) certified through the Texas Department of Public Safety and has completed High Risk Dignitary Protection (HRDP) training through Solutions Group International (SGI). In addition, Zeke is a graduate of multiple reputable close protection and executive protection programs, as well as the Department of Energy’s Introduction to Protective Force program.
